Community Action Agencies: rent, utilities and heating help

Every county in America is covered by a Community Action Agency. What they pay for, who qualifies by income, and how to apply.

What they do

Community Action Agencies are local nonprofits funded to fight poverty. Common programs: emergency rent and utility assistance, the LIHEAP heating and cooling program, weatherization of homes, Head Start preschool, job training, and tax preparation. Eligibility is by household income, usually at or below a set percentage of the federal poverty level.

Immigration status and these programs

Rules differ by program. Some, like emergency assistance funded by the community services block grant, serve everyone. Others, like LIHEAP, have status rules that vary by state and often count eligible children in the household even when a parent is not eligible. Ask the agency directly; they answer this question every day and will not report you.

How to apply

  • Find your county's agency in this directory under community resources, or search your city.
  • Bring ID for adults, proof of income for the last 30 days, the bill you need help with, and a lease if you are asking for rent help.
  • Apply early in the month and early in the season; funds run out.
